Message: I am writing this for my father. He has a 97 Dakota with the V8. He had a smog check on Monday in California. The truck passed all test but one. He failed the 15 mph test. It said his HC (PPM) is bad. And also his NO (PPM). Any suggestions to what parts the HC and NO is?? Thanks.....

How many miles on the engine? When was the last tuneup? Does it have any mechanincal problems: burning oil, etc.
Excessive HC (hydrocarbons) emissions indicate incomplete combustion, most likely a tuneup would address that.
Excessive NOX (nitrous oxides) emissions point to a problem with the catalytic converter in most cases.
Check this thread for a little discussion similar to yours.
SOmeone sent me a link that was real thorough about explaining the causes and effects of issues with emissions levels. I'll look for the link and post it (if I can find it).
