Subject: Suction on fuel tank

I`ve asked before about the fuel rail not having fuel upon starting after a period of "off" time. Was mentioned that a "check valve" in the fuel line could be the culprit.
Well, if that was the case, as I`ve just recently found out, I don`t think that I`d have suction on the tank. When I drive for just a short period of time I can remove the gas cap and it`ll have suction on it. I`ve removed the vapor canister and blown into the vent line back to the tank and it`s open. The ports are open on the canister. So why am I getting vacuum pulled on the tank and no CEL? If I ride without the cap my CEL comes on. I`m gonna ride with the cap loose to keep from collapsing the tank but what could be causing it?
By the way the truck is a 2000 Dakota QC 4.7 auto. Thanks in advance for any and all suggestions.
