Message: Yes and no. The plugs and wires have to be in good shape for the motor to run right anyway, so make sure they are in good shape. As far as the filter goes I am sure you are refering to the "up to twenty more horsepower for a fraction of the cost" add. On a stock motor you will notice almost no change, you make pick up 1-2 horsepower but not really much more unless your old filter was a dustball. However if you have a modified motor you will see much better results from the filter. This is due to the fact that an engine is nothing more than an airpump. The more air you can get through it the more power it will make. Most mods that are done to an engine focus around increasing its breathing ability's therefore if you put in a filter with a higher flow rating the engine will make more power so long as it is able to utilize the extra air.
