Message: Sounds like a blocked heater core, a reverse flush may be in order.
92 and 97 Daks both with many mods.

Message: This is just a guess but .... there is a control flap inside the ductwork under the dash ... it moves to block off the heater core or the AC depending on what you select on the controls..... the flap could be stuck in the "AC" mode not allowing air to pass thru the heater core... thus no hot air out of the vents

Message: I have the EXACT same probelm with my 98. I flushed/reverse flushed the core TWICE and still no heat. If I leave the fan on low, it will eventually blow lukewarm air. When outsite temp is above 60 or so, it will blow hotter air. Maybe thermostat stuck open? It does take a loooong time to warm up to full temp. I just replaced the t-stat last summer though, and I am not interested it tearing into it again unless I have no other suggestions.
