The only way to do that would be to make this a pay only site. That would keep most of the riff-raff out. And if one did pay and get in, their user id could be blocked. However, this would also block the casual reader from gaining access to this wonderful resource. I will probably be signing up soon, but if this were a pay only site I would have never stopped here.
I think the best thing to do is just ignore them. By responding to them we continue their ramblings.
