 Subject: Electrical short or what?

I am having multiple problems with my truck, most of it seems electrical. Truck is a 1994 Dodge Dakota 5.2 ltr V8
Whats happening:
1. I lost all my dash lights...at night i cant see what speed i am going and so on..
2. If i want my head lights to stay on, i have to hold in the high beam switch on the steering wheel.
3. Every so often my air conditioner / heater will not turn on, no air comes out of any vents.
4. Sometimes when i put my turn signal on to turn in any direction, when i turn, the radio turns off.....But only seems to happen when using turn signal.
My mechanic told me over the phone that he thinks there might be some kind of short inside of the steering wheel housing / column thats causing these problems. Said most likely there is a wire or two that got stripped from over the years and finally has bare cable hanging out of it.....
I just wanted to ask everyone on here to see if you guys have had any similar issues or what i should do...
Another note, in the past, i have smelled something like burning/melting plastic....but i was unable to determin its origin
