Subject: Turns over won't start IP: Logged
Message: I got a 99 Dakota with 80,000 miles on it. I just had it tuned up an twice since when it is snowing out it won't start. It will roll over good just doesn't fire. I can pull it in a heaed building and it will start in an hour. The dealership where I had it tuned up say's it's hard to fix when i bring it in running. Any advice? Has anyone else had similar problems?

Message: Is water driping down onto something shorting it till dry. Don't know what your calling a tuneup but 80,000 on the original plug wires is a long time. Most likely this is your problem. The wires get damp and short between themselfs. Also there is a TPS? on your truck to reroute the plug wires.

pull a spark plug to see if it fires when cranking, dont forget to ground it to bare metal.
if not : electrical problem, control modules etc.
does is smell like raw gas when cranking for a while?,
if not : check if you hear the fuel pump priming when first turning the key to 'ON'
look for a schrader valve (like a tire air valve)
on the fuel system on top of the engine,
carefully check if it's under pressure,
if not: fuel pump
if you are experiencing cold weather,
try some gas line antifreeze / HEET,
cheap fix for condesation in fuel system

did you drive thru snow drifts?
check the air intake for packed snow
this winter my truck ran warmer during
bad weather, front grill was getting blocked
by snow and ice, cutting the airflow to radiator.

Message: I would lean on the battery. Cold weather is hard on batteries. a cold battery puts out less juice than a warm one. Could explain why it starts all right when warm. Worth looking into. You could try putting a heating pad on it 1/2 hour before you start it and see if it helps.
